Land for international schools is planned for allocation in 2027
In its Legislative Council debate closing speech on 22 October, the Education Bureau outlined work on the Northern Metropolis University Town, research collaboration, vocational education and Hong Kong’s role as an education hub. It reiterated plans to allocate land in the Northern Metropolis or elsewhere for international schools during 2027.
For families planning school applications, this is a development to track. The speech does not set out opening dates, curricula, fees or admissions arrangements for those new schools. It is not a basis for making an application next year.
This account is based on the published government speech. It does not turn policy objectives into a promise of an individual school place, job or funding.
Dates & reminders
24 Oct 2026 · 09:00–18:00
HKU Information Day: check registration and activities before travelling
JUPAS lists the event at the HKU campus from 9 am to 6 pm and asks participants to register in advance. This is a continuing reminder, not a new announcement today.
What you can do:Check the event website, then choose relevant programmes and talks. Confirm transport and access to individual activities with the organisers.
Follow-up · announced 21 October
DSS expansion: check the application route and type of place
The EDB figure of 170 refers to non-local students on student visas studying at DSS schools on a self-financing basis. It cannot be applied to every newly arrived family or transfer application.
What you can do:Ask each school which application route, places and documents apply to your child.
Long-term supply and currently available places are different
Keep two school lists: institutions with a published application process, and policy developments to monitor. Families can follow both, but one should not replace the other.
University town and research plans offer useful questions to ask about courses, placements and research opportunities. Course choices should still reflect the student’s interests, readiness and actual programme requirements.
Your next steps
- Confirm registration and selected activities for HKU Information Day.
- Track future school developments separately from current applications.
- Check eligibility, places and fees directly with the school.
